(25) Bethune spent two months inspecting the medical units of the various military divisions. The situation was even worse than he had imagined—there were no proper hospitals, and there was a severe shortage of formally trained doctors. Consequently, he submitted a report to the Commander, requesting that a model rear-area hospital be established and the best doctors from each sub-district be mobilized for training.
